Is it even what I was trying to accomplish?

I know I haven't given you guys the details on the “neurowitches and inquisitors” raid yet, So here's the idea: I wanted to create a sci-fi race of witches that live in a cyberpunk city. They create inquisitors to roam about the city finding those that would oppose their leadership.
I did a bunch of thumbnails/ sketches (below) and really liked the direction they were going, but as I got toward the end of this first render, I realized that while it was starting to look cool, it's not carrying the feeling that I want. When I look at this guy I don't get the vibe that he was built by witches, he looks more like he was built by a bunch of Necron (40k) engineers. My intention was to create something more asymmetrical, hunched over, creepy… a half alive machine that may or may not have been the human being originally. This inquisitor would drag itself through the streets of the city looking and listening and interrogating civilians.
While the silhouette is really starting to move in a direction that I like, I get the feeling that I'm missing the storytelling elements of this creature/ character. I don't really want it to feel like it just came out of a factory, or like a generic skeleton robot with pokey armor. I'm realizing I need some sort of organic matter... something that shows the original host or husk that this machinery was built upon. I need dirt and grime and oil… I need the head to reflect inquisitor. How does he ask the questions? How does he hear those around him? If he's always on the hunt and looking for traders, where is the very characterful and ever-gazing eye?? And if witches created these things... where are the wicked runes and shredded cloth?
Looking forward to diving back into this sucker and pointing the ship back in the right direction.
